Well According to Engadget and Mashable this morning Goggle are looking to roll out the new Blogger and Picasa in the next six weeks.
As an avid Blogger user we have been crying out for the UI updates for a while now, and have been promised them since the beginning of this year, but hopefully these will be rolled out along with this "re-brand"
Early comments are that this re-brand will be to fold the blogger and photo storage service in together under the Google+ social media network.
